Is the Lottery Targeted Toward the Poor?

It is estimated that three-fourths of these retailers are Internet-based. Another study found that the lottery was viewed as a waste of public money. Its fungibility allows government representatives to shift the burden of taxes to the highest-income households. In addition, the lottery is a popular source of revenue for the state.
